DISCURSO PRONUNCIADO EN RÍO DE JANEIRO POR EL COMANDANTE EN JEFE EN LA CONFERENCIA DE NACIONES UNIDAS SOBRE MEDIO AMBIENTE Y DESARROLLO, EL 12 DE JUNIO DE 1992.

Sr. Presidente de Brasil, Fernando Collor de Mello;

Sr. Secretario General de Naciones Unidas, Butros Ghali;

Excelencias:

Una importante especie biológica está en riesgo de desaparecer por la rápida y progresiva liquidación de sus condiciones naturales de vida: el hombre.

Ahora tomamos conciencia de este problema cuando casi es tarde para impedirlo.

Es necesario señalar que las sociedades de consumo son las responsables fundamentales de la atroz destrucción del medio ambiente. Ellas nacieron de las antiguas metrópolis coloniales y de políticas imperiales que, a su vez, engendraron el atraso y la pobreza que hoy azotan a la inmensa mayoría de la humanidad. Con solo el 20 por ciento de la población mundial, ellas consumen las dos terceras partes de los metales y las tres cuartas partes de la energía que se produce en el mundo. Han envenenado los mares y ríos, han contaminado el aire, han debilitado y perforado la capa de ozono, han saturado la atmósfera de gases que alteran las condiciones climáticas con efectos catastróficos que ya empezamos a padecer.

Los bosques desaparecen, los desiertos se extienden, miles de millones de toneladas de tierra fértil van a parar cada año al mar. Numerosas especies se extinguen. La presión poblacional y la pobreza conducen a esfuerzos desesperados para sobrevivir aun a costa de la naturaleza. No es posible culpar de esto a los países del Tercer Mundo, colonias ayer, naciones explotadas y saqueadas hoy por un orden económico mundial injusto.

La solución no puede ser impedir el desarrollo a los que más lo necesitan. Lo real es que todo lo que contribuya hoy al subdesarrollo y la pobreza constituye una violación flagrante de la ecología. Decenas de millones de hombres, mujeres y niños mueren cada año en el Tercer Mundo a consecuencia de esto, más que en cada una de las dos guerras mundiales. El intercambio desigual, el proteccionismo y la deuda externa agreden la ecología y propician la destrucción del medio ambiente.

Si se quiere salvar a la humanidad de esa autodestrucción, hay que distribuir mejor las riquezas y tecnologías disponibles en el planeta. Menos lujo y menos despilfarro en unos pocos países para que haya menos pobreza y menos hambre en gran parte de la Tierra. No más transferencias al Tercer Mundo de estilos de vida y hábitos de consumo que arruinan el medio ambiente. Hágase más racional la vida humana. Aplíquese un orden económico internacional justo. Utilícese toda la ciencia necesaria para un desarrollo sostenido sin contaminación. Páguese la deuda ecológica y no la deuda externa. Desaparezca el hambre y no el hombre.

Cuando las supuestas amenazas del comunismo han desaparecido y no quedan ya pretextos para guerras frías, carreras armamentistas y gastos militares, ¿qué es lo que impide dedicar de inmediato esos recursos a promover el desarrollo del Tercer Mundo y combatir la amenaza de destrucción ecológica del planeta?

Cesen los egoísmos, cesen los hegemonismos, cesen la insensibilidad, la irresponsabilidad y el engaño. Mañana será demasiado tarde para hacer lo que debimos haber hecho hace mucho tiempo.

SPEECH GIVEN BY COMANDER IN CHIEF AT THE UNITED NATIONS CONFERENCE ON ENVIRONMENT AND DEVELOPMENT.

 RIO DE JANEIRO, JUNE 12, 1992

Mr. Fernando Collor de Mello, President of Brazil;

Mr. Boutros Ghali, Secretary General of the United Nations;

An important biological species is endangered due to the accelerated and progressive destruction of its natural living conditions: man.

We are becoming aware of this problem only now when it is almost too late to tackle it.

It is worthwhile indicating that the main responsibility for the brutal destruction of the environment lies with the consumer societies. They are the offspring of the old colonial metropolises and of imperialist policies that also begot the poverty and backwardness which are today the scourge of the overwhelming majority of humanity.

These societies, with only 20 percent of the world population, consume two thirds of the metals and three fourth of the energy produced in the world. They have poisoned oceans and rivers and contaminated the air; they have weakened and opened holes in the ozone layer and saturated the atmosphere with gases that impair climate conditions with catastrophic effects that we are starting to feel.

Forests are disappearing and deserts growing while billions of tons of fertile soil end up in the oceans every year. Numerous species face extinction. Overpopulation and poverty lead to desperate efforts for survival, even at the expense of Nature. The Third World nations cannot be held accountable for this, for only yesterday they were colonies and today they are still exploited and plundered by an unjust world economic order.

The solution cannot be to put off the development of those who need it most. The truth is that everything that today contributes to underdevelopment and poverty is tantamount to a flagrant attack on the ecology. As a result, tens of millions of men, women and children perish every year in the Third World, far more than in each of the two world wars.

The unequal terms of trade, protectionism and the foreign debt are also an assault on the ecology and facilitate the destruction of the environment.

A better distribution of wealth and of the technologies available in the world could spare humanity such devastation. Less luxury and waste in a few countries could bring about a reduction of poverty and hunger in a large part of the planet.

Let’s put an end to the transfer of lifestyles and consumer habits to the Third World that ruin the environment. Let human life be more rational. Let a just international economic order be implemented. Let science work toward a sustainable development without contamination. Let the ecologic debt be paid and not the foreign debt. Let hunger disappear and not man.

Now that the alleged threat of communism no longer exists, neither the pretexts for cold wars, the arms race nor military expenditures, what prevents the immediate use of those resources to foster development in the Third World and to thwart the planet’s ecologic destruction?

            Let selfishness and hegemonism cease, as well as callousness, recklessness and deceit. Tomorrow it will be too late to do what should have been done a long time ago.
